I haven't often seen Achimenes used as a ground cover, but the Royal Botanic Garden in Edinburgh also uses this species this way (click here). This photo was taken in September, late for Achimenes to be just coming into bloom, as these plants appear to be. I'm not sure, but it does seem that these are growing from rhizomes left in the ground after a previous growing cycle. A closer view of the flowers can be seen here and here.
