This unfortunate specimen was badly infested by mealy bugs at the time the photo was taken. In a popular public facility like Allan Gardens, it is difficult to maintain a chemical regime that might control such pests. Integrated pest management, which makes use of various biological controls, is generally successful but does allow occasional outbreaks of damaging insects, usually on individual plants.
