A closeup of the flowers can be seen here, and another even more floriferous plant here.  Note the visibly hairy leaves, characteristic of many of the Petrocosmea species.  As several species are adapted to periods of drought, often when growing on rocks, the hairs may help to reduce transpiration. 

This cultivar is also known as Petrocosmea species G25KC00, reflecting some uncertainty about the accuracy of the P. rosettifolia name.  It is native to China, and has been recently distributed from there.  The taxonomy of the genus does seem to be incomplete, and is reflected in some confusion about assignment of cultivars to species.
